[sv-ac] updated 3295 based on draft1

Hi,

I have made changes in proposal for 3295 based on draft1. Main changes are:

1. changing reference to 'assertion statements' to 'assertions' in the descriptions.
2. changed the text corresponding to 'off' and 'kill' based on draft1.
