[sv-ac] List of what is deprecated - change process

Hi Dmitry,

The section on deprecation carries over from one PAR to another. Clause 25 in
1800-2005 contains a description of what was deprecated at that point in time.
That clause was moved to Annex C in 1800-2009. Items in clause 25 of 1800-2005
are also in Annex C of 1800-2009, along with some additional items that were
added for 1800-2009.

Any changes made to Annex C should be done through mantis proposals. Annex
C will not be automatically reset.
