[sv-ac] Mantis 3213 - definition of sampled value

Hi all,

Following Laurence comments I made the following changes:

* An initial sampled value of any other variable is its initial value, explicit or implicit (see 6.8).

* Regarding sampled value functions:
Automatic variables, such as loop control variables, and local variables (see 16.10) and the sequence methods triggered and matched are not allowed in the argument expressions passed to these functions.
