Subject: [sv-ac] SVAC pages and Netscape

I made various fixes so that the SVAC pages should now work in
Netscape. I tried with this with 4.78.
The table that lists the extensions takes an awfully long time to load
but eventually does.
The links to the minutes and the proposals now work.
I had to temporarily abandon Microsoft Word and resort to Emacs to get
there (-:
Alas, all this still works faster in IE.
