[sv-ac] Mantis 3213: Update definition of sampled value

Hi all,

I uploaded a new version of the proposal. In this version instead of deprecating the function $sampled, the definition of $sampled has been extended to include cases forbidden until now: automatic and local variables, and sequence methods. In all these cases $sampled returns the concurrent (=current) value. The only backward incompatibility arises with free checker variables when $sampled returns a concurrent value instead of the sampled value. Since it is weird to call $sampled in its current definition on a free variable, and there are not many industrial simulators that support $sampled application to a free variable, I think the effect of this backward incompatibility will be negligible.
