Actually the only source is the LRM that Stu Sutherland has. Any documents
coming from the committes are purely change items to that source. This is
especially appropriate for 3.1a since the amount of material being added to
the LRM is expected to be significantly less than it was in 3.1.
Having SV-CC and SV-AC provide source text for 3.1 was appropriate since
they added major new chapters to the LRM. Once this was in the LRM we used
the same mechanism for changes in 3.1.
