Comment and Open Issue review
Dave raised the concern that Tool Secret key might be interpreted as a requirement. Additional rationale text and more clarity on whether use cases describe mandatory implementation effort would help to address that concern.
Dave discussed confusion on what requirements the subclause on keyrings might create. John suggested that keyrings are an abstract model to help put the standard exchange formats in context. He also suggested making the requirements more explicit for version 1 (inline keys only), vs version 2 (which requires both inline and certificates). Version 2 support could better leverage the keyring abstraction in its definition. Dave noted that the underlying concern is really whether tool vendors are required to deliver certificates.
Jeff asked how to reconcile requirements for preserving protection across transformation with the eventual need to render a design into a physical part. Steven noted that use rights are required to manage how protection requirements are resolved when IP are combined. John noted that while standard rights are still a ways off, tool-specific rights provide a way to resolve these concerns in the existing tool features.
